A historic agreement for the design and development of an 18-hole Capital Golf Club was signed in Dubai, UAE, on July 18, 2018. The project is inspired by the legendary Don Harradine.
Don Harradine, who founded Harradine Golf in 1929, has been responsible for designing, constructing, and supervising over 200 world-class golf courses globally. These courses are located across Europe, the Middle East, Asia, and Africa, and are built on a wide range of terrains including deserts, wetlands, mountains, agricultural lands, high-altitude regions, and coastal areas.
Freij Entertainment International
Capital Smart City Islamabad has partnered with Freij Entertainment International to introduce top-tier entertainment facilities within the community. A Memorandum of Understanding (MoU) was signed on October 23, 2019, by CEO Mr. Freij El Zein in collaboration with FDHL to develop a comprehensive entertainment complex.
This amusement facility will cater to people of all age groups and will operate up to 24 hours a day.
Founded in 1987, Freij is one of the world’s largest traveling entertainment operators, specializing in carnivals, funfairs, and skill-based games. The company provides world-class amusement services in over 25 countries and is known for its ability to develop entertainment parks within a short timeframe of 2–3 months.
National Defense University
Capital Smart City and National Defense University (NDU) signed an agreement on December 3, 2018, to establish a world-class educational hub named “Education City.” Approximately 10,000 Kanal of land has been allocated for this purpose.
NDU has a strong legacy of producing highly skilled professionals in both civil and military sectors. It is one of Pakistan’s most prestigious higher education institutions, offering academic opportunities to both civilians and armed forces personnel. Previously known as the National Defense College, it primarily focused on military education. This initiative will fulfill the educational needs of residents within the community.

Accessibility Routes
There are several ways through which you can access the CSC society such as:

NOC Status of CSC
Capital Smart City NOC (No Objection Certificate) is approved by Rawalpindi Development Authority (RDA). It is the only legal housing society in that area.
The housing society is awaiting its NOC for the revised design for the enlarged blocks in the society because the first NOC issued to the society is now being changed as a result of the additional land acquired. Moreover, it will approve very shortly.

Total Area

Capital Smart City – Latest Development Charges & Surcharges Policy

Under the updated policy of Capital Smart City, several guidelines have been introduced specifically for its members.

The management of Capital Smart City is now offering the following facilitation measures to its members and sales partners.
Transfer Policy 2023–2024
To ensure smooth and effective operations, plot transfers in Capital Smart City will be processed according to the following criteria:
- 2017 active plots: Transfer allowed after full clearance of dues
- 2018 active plots: Transfer permitted after 85% payment
- 2019 active plots: Transfer permitted after 65% payment
- 2020 active plots: Transfer permitted after 50% payment
- 2021 active plots: Transfer allowed after payment of 3 quarters
- 2022 active plots: Transfer allowed after payment of 2 quarters
- 2023 active plots: Transfer allowed after 20% payment
Additionally:
- Commercial files opened before 31-12-2022 (non-canceled) can be transferred upon a minimum of 75% payment.
- Both residential and commercial canceled files can be merged (up to four) to form one active plot.
- Seller-free plots can be merged with active files, and canceled files can also be combined with active ones.
- It is mandatory for a registered sales partner’s name to be present on the file.
Cancellation Policy
Capital Smart City has also introduced a revised cancellation policy. Files from 2018, 2019, and 2020 that were previously canceled (with 21% to 35% payment) can now be reinstated.
To reactivate these files:
- 50% of the total plot amount must be paid by 15th September 2023
- The remaining 50% must be cleared by 30th June 2024
Surcharges Policy
The management has announced that surcharges related to plot prices—including development charges and prime location charges—have been deferred until 30th June 2024. This decision has been made as a goodwill gesture to facilitate members.

1. Overseas Block
The Overseas Block was officially launched on 20th February 2018 at the Dorchester in London. It is a unique concept, as it is the first dedicated overseas block introduced in any housing society in Pakistan, specifically reserved for overseas Pakistanis.
Through this initiative, Capital Smart City aims to provide Pakistanis living abroad with a secure and valuable investment opportunity within the country. Due to its prime location and premium facilities, the Overseas Block quickly became one of the most prominent areas of the society.

3. Executive Block
At the society’s launch event on May 2, 2019, Capital Smart City introduced the “Executive Block” to the community. Additionally, the business provided a brief overview of the key aspects of this new block and an opportunity for customers of the general block to temporarily move their plots into the executive block.
However, the conversion of these plots was only temporarily offered by the officials; following the application deadline of May 24, 2019, a 30% surcharge must be paid to the society to convert these plots or reserve a new plot in this block.
